Terry Rooney

The Town of Monroe FIRST SELECTMAN

First Selectman Terrence P. Rooney was first elected in 2023 and is currently serving his 1st term in office. The First Selectman is elected for a two-year term during the municipal election (odd-numbered years).As per the Town Charter, the First Selectman is the chief executive officer of the Town and has all of the executive powers vested by law or by Charter, except as otherwise provided or limited by the Town Charter. The First Selectman shall not engage in any other employment during the term of elected office. The duties of the First Selectman include administration of all departments and agencies of the Town, making reports to Town Council as a non-voting participant, approval or veto of Town ordinances, appointing Town electors to boards and commissions, and making final appointments of Town employees except as provided otherwise in the Charter. Bill Holsworth

Financial Product Development

Economic & Community Development for the Town where he is the primary point of contact for assisting land owners, business owners and commercial developers with expansion potential and site availability within Town.In this capacity, Bill has oversight responsibility for land-use departments and permitting functions including Planning and Zoning, Inland Wetlands and the Building department. Additionally, his responsibilities also include grant writing, administration and reporting requirements for municipal level projects.Prior to working for the Town of Monroe, Bill worked for Prudential Financial as Vice President, Investment Management where he partnered with asset managers to actively manage 35 asset allocation portfolios totaling approximately $110 billion in assets under management for the annuityand life insurance businesses.Bill holds a Bachelor of Science degree in Applied Actuarial Mathematics from Bryant University, a Masters of Business Administration in Finance from Fairfield University and industry specific designations including CIMA, CAIA, CCMO and formerly FINRA licenses Series 6, 7 and 63.
